I think it would very difficult to impossible to achieve any sort of separate agreement. Gaza&#8217;s leading political/military force Hamas might be interested but West Bank counterpart Fatah might feel compromised and might undermine any deal by throwing missiles everywhere. We are paying for Sharon&#8217;s divide-and-conquer tactic &#8212; in which succeeded, but with catastrophic results for both sides. Negotiations are very difficult to conduct because there is no single power epicenter, which is exactly what he wanted in order to avoid any land returns.<br/>

It would be us who would have to bridge between West Bank and Gaza (how ironic, considering we do so geographically anyway) and, possibly, as you suggested, make Gaza the first step in an all-embracing deal. Eventually any deal would have to preclude future Palestinian civil war causes (the development of which we instigated): a doubly difficult task.]]></description>
